There is much confusion over the use of the words radioactive, radiation and radioactivity.
Radioactivity is the phenomenon of some material giving out emission.
The material which gives out the emission is radioactive (adjective)
And the emission is the radiation.
So the title should have read "a cloud of radioactive material" or you might just get away with "a radioactive cloud".
